Bukar Usman, M.IoD, D.Litt, OON: A Profile of a Public Servant, an Author and Philanthropist

Brief Background

Bukar Usman, M.IoD, D.Litt, OON was born in Biu, Borno State on December 10, 1942.  He came from one of the illustrious families in Biu.

He attended Biu Central Primary School, Borno Provincial Secondary School now Government College, Maiduguri, from where he proceeded to King’s College, Lagos, for his Higher School Certificate (HSC) course. Upon the successful completion of the HSC course, he was admitted into the prestigious Ahmadu Bello University, Zaria. He graduated with a Bachelor of Arts Degree in Public Administration and International Relations in 1969.

Dr. Bukar Usman joined the Federal Civil Service as a 3rd Class Clerk in 1965 and rose through the ranks in the Administrative Cadre to the pinnacle of his career when he was appointed a Director General/Permanent Secretary in the Presidency in 1988.  He retired from the Civil Service in 1999.

In appreciation of his meritorious service to Nigeria, Dr. Bukar Usman was conferred with the National Honour of the Officer of the Order of the Niger (OON) in 2000.

Dr. Bukar Usman was also accorded an award for exceptional individual contribution to education by Usmaniyya Global Agency Limited in 2013.

Dr. Bukar Usman was given an award by the Linguistic Association of Nigeria (LAN) in recognition of his contribution to Nigerian languages (Hausa Language and Literature) in 2013.

Dr. Bukar Usman was honoured by the Nigeria-Niger Writers Association at the International Conference titled “Celebrating the International Day for Mother Language,” in Niamey, Niger Republic on February 21, 2014.

He was honoured at the 11th Nigerian Folklore Society Congress and 2nd Bayero University Kano Conference on Folklore held in his honour from April 2-4, 2014. During the conference he was elected as the President of the Nigerian Folklore Society after serving as the Chairman of the Nigerian Folklore Society Revival Steering Committee the previous year.  

On 22nd November, 2014 Dr. Bukar Usman was conferred an Honorary Doctor of Letters (D.Litt) degree at the 37th Convocation Ceremony of the Ahmadu Bello University Zaria.

On 18th January 2015, Dr. Bukar Usman was honoured for Excellence (Sportsman, Topmost Civil Servant, Author, Writer, Folklorist, Literary Giant, Publisher, Philanthropist, Recipient of Several National and International Awards) by King’s College Old Boys Association (The Golden Ingots).

Dr. Bukar Usman started writing while in the Federal Civil Service, but intensified his effort in that direction after his graceful retirement from the service.  Through his writing and philanthropy in the education sector, he has commanded public attention, respect and admiration. His contributions to educational development are noted below.

Book Development Efforts

Concerned about the scarcity of books in our schools, particularly home-crafted books with valuable, culture-sensitive local content, Dr. Bukar Usman took it upon himself to do something rather than talk glibly about it. He chose to contribute meaningfully to the type of literatures children and young adults are reading by writing fiction books that are rich in cultural values. For the general reader, he has written on various subject matters through his commentaries on contemporary national and global issues published in the media and in several booklets.

Dr. Usman’s intellectual prowess and undiminished zest for work and public enlightenment are evident in the books he has authored so far. The books published in English include:

His creative writings publications include 652-page compendium of Hausa-Language folktales titled Taskar Tatsuniyoyi, and English-Language short story books. Hatching Hopes and My Literary Journey (autobiographies); Folklore and History; Girl-Child Education in Biu Emirate: The Early Years and A History of Biu are among his non-fiction works.

Taskar Tatsuniyoyi: Rediscovering Folktales in Hausa Language

One definite area through which he made a distinctive contribution to the development of education is by researching and documenting folktales from Biu area into 15 Hausa-language books. Although the folktales were gathered from Biu, they are actually a common currency in Northern Nigeria. Today, there is no compendium of Hausa folktales that contains as many stories as his 652-page book, Taskar Tatsuniyoyi, his 15th book in Hausa Language published in 2012.

Bukar Usman, M.IoD, D.Litt, OON: A Profile of a Public Servant, an Author and Philanthropist

Brief Background

Bukar Usman, M.IoD, D.Litt, OON was born in Biu, Borno State on December 10, 1942.  He came from one of the illustrious families in Biu.

He attended Biu Central Primary School, Borno Provincial Secondary School now Government College, Maiduguri, from where he proceeded to King’s College, Lagos, for his Higher School Certificate (HSC) course. Upon the successful completion of the HSC course, he was admitted into the prestigious Ahmadu Bello University, Zaria. He graduated with a Bachelor of Arts Degree in Public Administration and International Relations in 1969.

Dr. Bukar Usman joined the Federal Civil Service as a 3rd Class Clerk in 1965 and rose through the ranks in the Administrative Cadre to the pinnacle of his career when he was appointed a Director General/Permanent Secretary in the Presidency in 1988.  He retired from the Civil Service in 1999.

In appreciation of his meritorious service to Nigeria, Dr. Bukar Usman was conferred with the National Honour of the Officer of the Order of the Niger (OON) in 2000.

Dr. Bukar Usman was also accorded an award for exceptional individual contribution to education by Usmaniyya Global Agency Limited in 2013.

Dr. Bukar Usman was given an award by the Linguistic Association of Nigeria (LAN) in recognition of his contribution to Nigerian languages (Hausa Language and Literature) in 2013.

Dr. Bukar Usman was honoured by the Nigeria-Niger Writers Association at the International Conference titled “Celebrating the International Day for Mother Language,” in Niamey, Niger Republic on February 21, 2014.

He was honoured at the 11th Nigerian Folklore Society Congress and 2nd Bayero University Kano Conference on Folklore held in his honour from April 2-4, 2014. During the conference he was elected as the President of the Nigerian Folklore Society after serving as the Chairman of the Nigerian Folklore Society Revival Steering Committee the previous year.  

On 22nd November, 2014 Dr. Bukar Usman was conferred an Honorary Doctor of Letters (D.Litt) degree at the 37th Convocation Ceremony of the Ahmadu Bello University Zaria.

On 18th January 2015, Dr. Bukar Usman was honoured for Excellence (Sportsman, Topmost Civil Servant, Author, Writer, Folklorist, Literary Giant, Publisher, Philanthropist, Recipient of Several National and International Awards) by King’s College Old Boys Association (The Golden Ingots).

On November 23, 2016, Dr. Bukar Usman was honoured with an award for Ethical and Value-Oriented Leadership by the University of Nigeria, Nsukka.

On January 1, 2017, Dr. Bukar Usman was honoured with an award by Ranar Mawakan Hausa Foundation for his effort and outstanding contributions toward uplifting Hausa literature and promoting Hausa music in Nigeria and Africa.

On March 4, 2017, Dr. Bukar Usman was honoured with Dr. Abubakar Imam Merit Award on Hausa literature (Hikaya) by the Alkalam Kungiyar Marubuta Hausa (association of Hausa Books authors) in Kaduna State.

On April 16, 2017 Dr. Bukar Usman was given an award, Jakadan Adabin Hausa (Ambassador of Hausa Literature) by the National Museum of Burkina Faso in collaboration with Association Makaranta in Ouagadougou, Burkina Faso.

On June 28, 2017 Dr. Bukar Usman was inducted as a Member of the Institute of Directors Nigeria (M.IoD) with membership number M.U04257.

On October 5, 2017 Dr. Bukar Usman was honoured by the Association of Nigerian Authors Katsina State Chapter for his tremendous contributions to Nation Building and the Development of literary activities in Nigeria and beyond.

On March 24, 2018 Dr. Bukar Usman was honoured by the Bura Women Development Association (BUWDA) with an award for his invaluable services to Bura Land and beyond.

Dr. Bukar Usman is married with children.

Dr. Bukar Usman started writing while in the Federal Civil Service, but intensified his effort in that direction after his graceful retirement from the service.  Through his writing and philanthropy in the education sector, he has commanded public attention, respect and admiration. His contributions to educational development are noted below.

Book Development Efforts

Concerned about the scarcity of books in our schools, particularly home-crafted books with valuable, culture-sensitive local content, Dr. Bukar Usman took it upon himself to do something rather than talk glibly about it. He chose to contribute meaningfully to the type of literatures children and young adults are reading by writing fiction books that are rich in cultural values. For the general reader, he has written on various subject matters through his commentaries on contemporary national and global issues published in the media and in several booklets.

Taskar Tatsuniyoyi: Rediscovering Folktales in Hausa Language

One definite area through which he made a distinctive contribution to the development of education is by researching and documenting folktales from Biu area into 15 Hausa-language books. Although the folktales were gathered from Biu, they are actually a common currency in Northern Nigeria. Today, there is no compendium of Hausa folktales that contains as many stories as his 652-page book, Taskar Tatsuniyoyi, his 15th book in Hausa Language published in 2012.

Dr. Usman has complemented his book-writing efforts with donation of books to individuals, media houses, public libraries, primary and secondary schools, colleges and universities within and outside Nigeria.

Regarding his generosity and philanthropy in terms of giving books to institutions, funding research, sponsorship of deserving students and academic prizes, the following list illustrates his exemplary contributions:

Brief Background

Bukar Usman, M.IoD, D.Litt, OON was born in Biu, Borno State on December 10, 1942.  He came from one of the illustrious families in Biu.

He attended Biu Central Primary School, Borno Provincial Secondary School now Government College, Maiduguri, from where he proceeded to King’s College, Lagos, for his Higher School Certificate (HSC) course. Upon the successful completion of the HSC course, he was admitted into the prestigious Ahmadu Bello University, Zaria. He graduated with a Bachelor of Arts Degree in Public Administration and International Relations in 1969.

Dr. Bukar Usman joined the Federal Civil Service as a 3rd Class Clerk in 1965 and rose through the ranks in the Administrative Cadre to the pinnacle of his career when he was appointed a Director General/Permanent Secretary in the Presidency in 1988.  He retired from the Civil Service in 1999.

In appreciation of his meritorious service to Nigeria, Dr. Bukar Usman was conferred with the National Honour of the Officer of the Order of the Niger (OON) in 2000.

Dr. Bukar Usman was also accorded an award for exceptional individual contribution to education by Usmaniyya Global Agency Limited in 2013.

Dr. Bukar Usman was given an award by the Linguistic Association of Nigeria (LAN) in recognition of his contribution to Nigerian languages (Hausa Language and Literature) in 2013.

Dr. Bukar Usman was honoured by the Nigeria-Niger Writers Association at the International Conference titled “Celebrating the International Day for Mother Language,” in Niamey, Niger Republic on February 21, 2014.

He was honoured at the 11th Nigerian Folklore Society Congress and 2nd Bayero University Kano Conference on Folklore held in his honour on April 2-4, 2014. During the conference he was elected as the President of the Nigerian Folklore Society after serving as the Chairman of the Nigerian Folklore Society Revival Steering Committee the previous year.  

On 22nd November, 2014 Dr. Bukar Usman was conferred an Honorary Doctor of Letters (D.Litt) degree at the 37th Convocation Ceremony of Ahmadu Bello University Zaria.

On 18th January 2015, Dr. Bukar Usman was honoured for Excellence (Sportsman, Topmost Civil Servant, Author, Writer, Folklorist, Literary Giant, Publisher, Philanthropist, Recipient of Several National and International Awards) by King’s College Old Boys Association (The Golden Ingots).

On November 23, 2016, Dr. Bukar Usman was honoured with an award for Ethical and Value-Oriented Leadership by the University of Nigeria, Nsukka.

On January 1, 2017, Dr. Bukar Usman was honoured with an award by Ranar Mawakan Hausa Foundation for his effort and outstanding contributions toward uplifting Hausa literature and promoting Hausa music in Nigeria and Africa.

On March 4, 2017, Dr. Bukar Usman was honoured with Dr. Abubakar Imam Merit Award on Hausa literature (Hikaya) by the Alkalam Kungiyar Marubuta Hausa (association of Hausa Books authors) in Kaduna State.

On April 16, 2017 Dr. Bukar Usman was given an award, Jakadan Adabin Hausa (Ambassador of Hausa Literature) by the National Museum of Burkina Faso in collaboration with Association Makaranta in Ouagadougou, Burkina Faso.

On June 28, 2017 Dr. Bukar Usman was inducted as a member of the Institute of Directors Nigeria (IoD) with membership number M.U04257.

Dr. Bukar Usman is married with children.

Dr. Bukar Usman started writing while in the Federal Civil Service, but intensified his effort in that direction after his graceful retirement from the service.  Through his writing and philanthropy in the education sector he has commanded public attention, respect and admiration. His contributions to educational development are noted below.

Concerned about the scarcity of books in our schools, particularly home-crafted books with valuable, culture-sensitive local content, Dr. Bukar Usman took it upon himself to do something rather than talk glibly about it. He chose to contribute meaningfully to the type of literatures our children and young adults are reading by writing fiction books that are rich in our cultural values. For the general reader, he has written on various subject matters through his commentaries on contemporary national and global issues published in the media and in several booklets.

Dr. Usman’s intellectual prowess and undiminished zest for work and public enlightenment are evident in the books he has authored so far. The books published in English include:

One definite area through which he made a distinctive contribution to the development of education is by researching and documenting folktales from Biu area into 15 Hausa-language books. Although the folktales were gathered from Biu, they are actually a common currency in Northern Nigeria. Today, there is no compendium of Hausa folktales that contains as many stories as his 652-page book, Taskar Tatsuniyoyi, his 15th book in Hausa Language published in 2012.

Dr. Usman has complemented his book-writing efforts with donation of books to individuals, media houses, public libraries, primary and secondary schools, colleges and universities within and outside Nigeria. Regarding his generosity and philanthropy in terms of giving books to institutions, funding research, sponsorship of deserving students and academic prizes, the following list illustrates his exemplary contributions:

  1. He has donated books to several linguistics departments in universities and colleges in Nigeria.
  2.  He has donated books to Abdou Moumouni University in Niamey, Republic of Niger; and also to the departments of African Languages in Johannes Gutenberg University, Mainz, University of Leipzig and University of Hamburg all in Germany; University of Leeds and the School of Oriental and African Studies (SOAS), in UK; Warsaw University, Poland; Al’Azhar University and Cairo University, Egypt.

  2. He has donated books as prizes for GSS Garko, Kano State competition on fiction writing and drama. Also, at the first meeting of the first World Hausa song writers association held in Kano, Dr. Bukar Usman donated prizes for the eight people who won the competition on writing songs.
